Michigan Special Event Security

 Many Michigan jurisdictions (including the City of Detroit) require a formal Emergency Response Plan and a detailed Security Plan for any event expecting more than 500 people.

Event organizers must obtain a Michigan Special Event Permit. This requires a site plan detailing entrances, exits, and security placement. Also make sure to check with your local and counties for their specific permit requirements.

Public events frequently require "Type 3" barriers for road closures. Security's role is to ensure these barriers remain secure to prevent unauthorized vehicle entry (vehicle-as-a-weapon mitigation).

Key Mandates


**Enclosure & Monitoring:**

Serving areas must be clearly defined by barriers (typically 6 feet high) and have security posted at every entrance/exit to prevent "rambling" with open containers.


**ID Verification:**

MLCC requires non-transferable wristbands for all attendees over 21. Security must be trained to verify IDs and identify fake credentials

**Overserving Prevention:**

Security is legally tasked with monitoring for **visibly intoxicated persons** and preventing sales to them. Failure to monitor can result in immediate revocation of the event's temporary license.

All private security provided at events in Michigan must be through a licensed agency.

Key Regulations

  • Licensing is Mandatory:** Using unlicensed "internal staff" or "handymen" for security at a fair or festival is a misdemeanor in Michigan. All guards must be employed by a LARA-licensed agency.
  • Licensed agencies must provide proof of liability insurance (often $1M-$2M per incident) and typically name the city or municipality as an "Additional Insured."
  • Private security uniforms cannot resemble local police or state police uniforms. All badges and patches must be approved by the Department of Licensing and Regulatory Affairs.
